Referring to my despatch No.114 of the 17th

March, 1925, I have the honour to enclose a copy of a letter

received from the Chief Secretary, Sarawak, which appears

to remove all the objections stated in my previous despatch

except the first, i.e. that this system is practically equivalent to indentured emigration. If however there is no objection on that score I do not wish to offer any further opposition.
